To paraphrase Public Law 89-209 which created the National Endowment for the Arts ... while no government can call a great artist into existence, it is necessary and appropriate for those of us in public office to help create and sustain an environment which promotes creativity, for it is mankind's imagination that will lift us from isolated individualism to shared understanding.
